The NoE has three goals to build, to fill and to update the DEED.
Build the DEED:
New participants with respect to 1 will be rare, will be identified
by the leaders of individual modules. Their competencies and role
will be to add some functionality to the module not offered by the
present group. These new members will be chosen to join formally
by the board of management.
Fill the DEED:
Numerous new participants are expected to use the DEED to share
their research, methods and critical thought. Typically they will
be identified by the networks in each country or apply to join via
these networks. Their competences will lie in research, which they
wish to share and which they are committed to making available using
the DEED modules. Their role will be add the functionality of these
modules to their research thus making it accessible multilingually
to members of the NoE.
Update the DEED:
Research matrices will be used to gather information needed to
keep the DEED updated. Some of this information will be gathered
from users in the NoE. Here again new participants are possible.
Such participants need to demonstrate that they have special competences
in their domain/process. Their role will be to keep information
on that domain/process up to date.
Admission Process
The admission process starts either from the side of E-Culture
Net, i.e. a prospective member is approached by a national representative
of the NoE, or from the side of the prospective member who has learned
about E-Culture Net from colleagues, through conferences, publications
or the Website.
In both cases a first formal step is a standard
letter of intent sent to the co-ordinator of E-Culture Net or
the applicable country representative (i.a. depending on the state
of development of the national E-Culture network).
If the applicant is judged eligible, the coordinator, in consultation
with the country representative (region) and the respective team
leader (subject), will enter the applicant as candidate
member of E-Culture Net.
The management board will vote on all candidate
members on a biannual basis (next voting January 2004, exact
dates are communicated via the section meetings
and events of the Website). Candidates are invited to provide
a short presentation (approx. 10 pages) of their organisation or
research group well in advance of the vote.
In exceptional cases, the broad majority of the E-Culture
Net members can overrule the decision of the management board.
Any member and candidate has the right to appeal
the decision of the management board within 2 weeks of the decision
and can search support from all members during the period of 4 months.
A negative or positive decision can be overruled by signed statements
of support by at least 50% of the members (counted 2 months before
the appeal) plus 1 member. The co-ordinator must provide a list
of contact persons of all members at the time of appeal.
Members of Networks outside of Europe
Cultural networks outside of Europe are welcome to apply. Normally,
an important criterion is that the network is willing to share high
quality materials on a reciprocal basis for purposes of research
and education. A first formal step is a standard
letter of collaboration sent to the co-ordinator of E-Culture
Net.
